the impacts on san francisco could be devastating. until we have more clarity, what congress as a whole might or might not do we will need to remain vigilant about protecting our reserves and the city's financial position. that said i'm encouraged by the reelection of president obama and certainly for the leadership that leader pelosi has given and will continue to give. we will need their leadership as the president must quickly face the challenge of his second term, avoiding this fiscal cliff. in august of 2011 congress passed the budget control act which threatened automatic spending cuts if congress failed to come up with a planned deficit reduction by 2013. these cuts are what we refer to as sequestration. this would mean an across the board cut of between 7% and 10% of all defense and non-defense federal spending irrespective of policy or its impact on everyday people. these cuts would be absolutely devastating to our national and local economies. our -- show that sequestration will reduce federal funding direct to san francisco

public nudity, currently, is not -- is legal in san francisco, other than in our parks, port, and in restaurants. there's been a suggestion that we should use lewd behavior laws, particularly the indecent exposure provisions of the california penal code. i don't agree with that. i think that using lewd behavior laws is problematic and ineffective. first of all, there are going to be a lot of borderline cases about whether something is lewd or not lewd and you're putting a police officer in a terrible position of trying to determine is this person a little bit aroused or not aroused, is that adornment on the person's genitals lewd or not lewd, did he shake his genitals a little too vigorously to draw attention. no police officer should make that determination and to be blunt no police officer will. if addition if left with the choice of only charging someone with indecent exposure for lewd behavior under state law as some in opposition to this legislation are suggesting if you're convicted of indecent exposure you become a registered sex offender when you're done. my legislation that

since that time, we have had three classes where we trained not only san francisco police officers, but officers from other agencies in total we have trained 118 san francisco police officers that would be three lieutenants, and 13 sergeants and 103 patrol officers. and those officers are equally disbursed in the patrol force. both night and day, respectfully, 36 percent or so of that compliment of trained officers are working the evening shifts the remaining during the day. and on average, there is about ten officers per, district station, the directive is clear to the cit officers, their primary responsibility is to respond to incidents where individuals are in crisis. and effectively a person in crisis can be any and every one of us, not just someone who has a mental health background. the idea simply put as the chief pointed out, we started this process in terms of giving the clear direction to the department back in may of 2011 when the chief issued a bulletin, basically telling everyone to slow down, there is no need to create an exit dentcy if one does not exist. if they present
